Abstract

FOCUS: For the Health Literacy Survey 2019 the HLS19-Q12 instrument on measuring comprehensive general health literacy (HL) of general adult populations was developed, building on the HLS-EU instrument. The survey was implemented in 17 countries in the European Regions of the World Health Organization with representative national samples between 2019 and 2021. A first presentation will focus on construction, validation and distribution of the scores and categorial levels of the HLS19-Q12. Second, results on determinants of HL measures and consequences of general HL in the areas of health behaviors and life stye, health status and healthcare utilization will be shown. Overall trends in HL in the participating countries and variation between these countries will be provided. Third, recommendations for policy implementations based on the survey results will be presented and discussed. ***OBJECTIVES: Introducing a new instrument on measuring comprehensive general health literacy for general adult populations which was validated and is available in many European languages and presenting results on its implementation contributes to theoretical, conceptual and methodological developments in research on population health literacy in Europe and all over the world. Furthermore, by presenting results on the use of the HL measure, empirical data for evidence-based health literacy policies in the participating countries will be provided.
