Das Unterbringungsgesetz (UbG) ist ein Gesetz zum Schutz der Persönlichkeitsrechte von Patientinnen/Patienten in einem äußerst sensiblen Bereich der Krankenversorgung. Es kommt immer dann zur Anwendung, wenn Menschen mit einer psychischen Erkrankung sich selbst oder andere Personen aufgrund dieser Erkrankung gefährden und nicht in anderer Weise, insbesondere außerhalb eines psychiatrischen Krankenhauses / einer psychiatrischen Abteilung, ausreichend ärztlich behandelt oder betreut werden können. Die Gesundheit Österreich GmbH (GÖG) erhebt im Auftrag des Bundesministeriums für Gesundheit und Frauen (BMGF) seit 2005 Daten hinsichtlich der Vollziehung des UbG und publiziert die Ergebnisse jeweils zweier Erhebungsjahre in einem Bericht. Der vorliegende Bericht befasst sich intensiv mit den Jahren 2014 und 2015, enthält aber auch die wichtigsten Zahlen im Zeitverlauf seit Einführung des UbG im Jahr 1991. Ziel der Arbeiten ist es, die Versorgungsqualität für Patientinnen/Patienten zu verbessern, u. a. durch das Vergrößern der Transparenz in puncto Praxis und Vollziehung des UbG. Ein weiteres Ziel ist, ein besseres Verständnis der zahlreichen auf die Unterbringung wirkenden Einflussfaktoren zu erlangen. ***** The Involuntary Placement Act (Unterbringungsgesetz, UbG) regulates the admission of patients to a psychiatric hospital or department against their will. It is applied whenever persons with a mental illness put themselves or others at risk due to their illness and when an adequate treatment respectively protection of the affected person and their environment can only be ensured by means of an inpatient stay in a psychiatric hospital or -department. The Austrian Public Health Institute Gesundheit Oesterreich GmbH (GÖG) has been commissioned to collect and analyze data on involuntary placement for the Federal Ministry of Health and Women’s Affairs (Bundesministerium für Gesundheit und Frauen, BMGF) since the year 2005. Results of its analysis are published in a biennial report. The present report focuses on the years 2014 and 2015, but also contains information on the most important trends since the introduction of the UbG in the year 1991. A primary aim of the project is to improve transparency and comparability of data in an extremely sensitive area of care, thereby contributing to the promotion of patient-related quality of care. Another project aim is to understand better the numerous factors exerting an influence on involuntary placement.
